According to preliminary estimates, during the 12th Five-Year Plan period, the average annual newly completed building area nationwide was 2 billion square meters. Based on the most conservative demand calculation, the annual demand for rock wool would be 2.38 million tons, generating an output value of 11.9 billion yuan.

It is not difficult to foresee that, faced with such a huge market potential, investment in rock wool production lines will become a market choice.

To avoid redundant construction of production lines, the Ministry of Industry and Information Technology promptly led the drafting of industry access conditions for rock wool used in external wall insulation. The access conditions define multiple indicators, including production line construction conditions, layout, scale and equipment, product quality, energy consumption, environmental protection, safety and hygiene, and social responsibility. Among these, the scale indicator is initially set at an annual production capacity of 20,000 tons.

Experts point out that although existing small and medium-sized enterprises can increase investment and expand production capacity, the number of enterprises that can meet the requirements of multiple standards such as layout, equipment, and energy consumption will not be large. The huge market gap will mainly be filled by leading enterprises.

According to an official from the Ministry of Industry and Information Technology, by setting higher entry barriers, the government will support the accelerated deployment of advanced production capacity, optimize product structure, encourage companies to become better, bigger, and stronger, and guide the healthy and sustainable development of the industry.
